Sanction & Conduct

The tournament is sanctioned by US Club Soccer and the Washington State Youth Soccer Association. US Club Soccer Rules of Competition apply except where noted herein.

Unless otherwise posted, all participants follow State of Washington, Washington Premier League, and Snohomish County guidelines in force during the event.

All teams must complete Online Check-In by Wednesday, November 19, 2025.

Required uploads:

  • Team roster with player name, birthdate, and jersey number. A registrar-signed roster is only required when not using a system-generated roster.
  • All guest players clearly identified on the roster.
  • Signed medical release for every player (including guests) — coach must have on the field for each game.

Teams with ineligible players will not receive points for affected games.

Eligibility

  • Recreational players only; no Select or Premier players.
  • All players must be registered through US Club Soccer or another appropriate affiliate.
  • Only players listed on the roster at check-in are eligible to play.

Guest players

  • Maximum of 5 per team without written authorization from the Tournament Director.
  • Must be recreational, properly registered, age-appropriate (same age or one year younger), and may play for only one team in the tournament.

Uniforms

  • Teams must wear matching uniforms with unique jersey numbers. Goalkeepers exempt from matching or numbering.
  • Schedules post on the Tournament website. Coaches must review carefully and re-check close to kickoff for updates or field changes.
  • Teams not ready within 5 minutes of the start time may be required to forfeit.
  • Minimum to start: 7 players (U11–U19) or 4 players (U9–U10).

Tournament volunteers will be present at most venues. For additional questions, contact the tournament registrar Steven Bullock at 425-478-4462.

Division sizes and compositions are determined by the Tournament Director and Scheduler. Age groups may be combined if entries are insufficient.

Applying before the deadline does not guarantee acceptance.

  • Know these rules and communicate them to players, parents, and staff.
  • Know your schedule times and locations; field addresses are on the tournament website.
  • No pets at any tournament facility (service animals permitted). Teams bringing pets may lose points; individuals may be asked to leave.
  • No alcohol or smoking at any facility.
  • Park only in designated areas; do not block access roads.
  • No propane or electric heaters at venues.
  • Drones prohibited for any purpose.

Sideline layout

  • Both teams on the same touchline between half and the 18-yard line (extended). Spectators opposite side, two yards back; no one allowed between the 18 (extended) and the goal line.
  • Stadium exceptions: if teams must be opposite, spectators must sit in bleachers/behind fence.
  • 7v7 fields: spectators opposite the teams; use the goal box/5-yard line as a spectator limit when space is tight.
  • Home team (listed first) changes jerseys in case of color conflict.
  • Game balls provided by the tournament.
  • Referees are assigned by North Chapter Referees (Mukilteo YSC assignor). If no referee arrives within 5 minutes, coaches select a mutually agreed referee to begin the match.

This is a recreational tournament — treat all referees with respect. Persistent abuse may result in loss of points or removal from the event.

  • Teams accumulating four red cards must report to Headquarters immediately after the match for review; additional penalties may be imposed.
  • Referees report send-offs to the Disciplinary Director and Assignor.
  • Players/coaches sent off are suspended for at least the next match and must leave the field/park/complex until served.

U9–U10 (7v7)

  • Two 25-minute halves; 5-minute halftime. Max roster: 14.
  • Build-out line: halfway between the penalty area top and the half-line. Offside enforced at the half-line.
  • No goalkeeper punts or drop-kicks (IDFK to opponent if infringed).
  • Direct free kicks for contact fouls; opponents 8 yards away.
  • Penalty kicks awarded from 10 yards.
  • Throw-ins follow FIFA (no retakes).
  • No goal may be scored directly from kickoff.
  • No heading the ball.
  • Slide tackling is permitted at all ages.

Build-out line “in play”: (1) From goal kicks, when the ball is kicked and clearly moves; opponents remain outside the build-out line until then. (2) From goalkeeper possession, when the keeper releases the ball.

U11–U12 (9v9)

  • Two 30-minute halves; 5-minute halftime. Max roster: 16.
  • No build-out line. Offside per FIFA at the half-line.
  • Goalkeeper punts/drop-kicks allowed.
  • Direct free kicks for contact fouls; opponents 8 yards away.
  • Penalty kicks from 10 yards.
  • Throw-ins per FIFA (no retakes).
  • Goals may be scored directly from kickoff.
  • U11: no heading. U12: heading allowed.
  • Slide tackling permitted.

U13–U16 (11v11)

  • US Club Soccer Rules of Competition, except halves are 30 minutes.
  • Max roster: 18.

All games start on time. Referees may adjust durations if starts are delayed in order to keep the schedule moving.

Game guarantees: U11–U16 guaranteed three games (with potential 4th if advancing). U9–U10 guaranteed four games (jamboree style).

Unlimited substitutions with the referee’s consent during any stoppage. Players enter at the halfway line; exiting players may leave at the nearest boundary.

  • Loss: 0 points
  • Goals: +1 per goal up to 3
  • Shutout: +1
  • Forfeit: 8 points (recorded 1–0)

Tiebreakers (in order)

  2. Fewest goals against
  3. Most goals scored (max 3 per game + 1 shutout pt)
  4. Goal differential
  5. Coin toss

Referees report scores to Tournament Headquarters. If no referee is present, both head coaches must report the score to Headquarters.

  • Single division: Championship between top two point earners (five-team groups: champion = most points; finalist = next highest).
  • Two divisions: Championship between the top point earner from each division.
  • Three divisions: Semi-finals between the three winners + highest-point second place; winners advance to Championship.

Points do not carry into semi-finals or finals. Tied semi-finals/finals are decided by Kicks from the Mark.

Awards: Championship and Finalist team trophies. U11–U12 receive awards at Kasch Park HQ; U13–U19 at Lynnwood HS HQ. U9–U10 players receive participation medals after their final Sunday game. Please go to HQ immediately after your Championship to receive awards.

Protests / Disputed Matches

Formal protests must be filed by the coach at Kasch Park HQ and must pertain to a violation of the FIFA Laws of the Game (judgment calls are not protestable). Fee: $150 non-refundable with completed protest form. The Tournament Committee adjudicates; decisions are final with no appeal.

Field Emergencies

If a field is ruled unplayable, games may be moved or rescheduled (and durations modified if needed). Tournament officials will notify teams as quickly as possible.

Sportsmanship

We expect positive conduct from staff, coaches, players, referees, and families. Poor sportsmanship may result in disciplinary action, point loss, or removal from the tournament. Coaches are responsible for sideline behavior.
